In Fallout 76, across Appalachia, while you are exploring Bobbleheads can be collected but are a little bit different than what you are used to in the way that they’ll affect your character.

In the previous game, Bobbleheads were permanent increases in your attributes but in Fallout 76 when looted they’ll be in your inventory for you to use at another time.

Once you have used the Bobblehead it will give you a temporary bonus for an hour with the buff being similar to what they did in the previous Fallout games.

In Fallout 76, you can find Bobbleheads while exploring Appalachia, and can be collected – but they have changed in the way they affect the player. Bobblehead buffs will also stack, so find the same one again and you can use it to fill the meter back up to keep it active for longer.

Bobbleheads are instance level items which mean that once a player has collected it, they disappear from the world. There is currently no confirmation on how they spawn and if they are random or static in their location.
